Pre-Publication Consultation for the Submission of Support Applications for inclusion in Intervention P3-75.1 "Establishment of Young Farmers"

Target
The aim of the Young Farmers Support Program is to attract and retain in the sector young farmers, to facilitate sustainable business development in rural areas as well as to promote employment, growth, gender equality, including women's participation in agriculture.

Beneficiaries
Beneficiaries of the announcement of the year 2021 measure are:

Adults who have not exceeded 41 years of age on the date of submission of the application for support,
They are permanent residents in some of the areas of application of the measure
They are established for the first time on the holding during the last eighteen months preceding the date of submission of the support application
They have submitted an acceptable IACS statement for the year 2024, with a standard performance.
He has at least knowledge level 4, i.e. he is a graduate of a vocational school or high school, or he has a knowledge level of level 2, i.e. a high school diploma and at the same time geotechnical training of at least 150 hours that is not part of a certificate or diploma.
They are eligible to be registered in the Register of Farmers and Agricultural Holdings as new entrants to the agricultural sector
They have not practiced Agricultural Professional Activity during the last five years before the date of first establishment
They have not submitted an IASD, during the last four years before the previous year from that of the reference year (2019 – 2022) with a Standard Return that exceeds 12,000 for the mainland, Crete and Evia and 10,000€, except for Crete and Evia.
Have no non-agricultural activity or, if they have, undertake to stop it after the announcement of the results of their application (if they are deemed eligible) and before their inclusion in the measure
If he has the student status to have completed the prescribed number of years of study for each faculty.
To have fulfilled his military obligations up to 9 months after the deadline for submitting the support application or to have been exempted from them
If he receives a disability allowance with a disability rate equal to or greater than 67% to be judged by the competent body (KEPA) as fit for work
In addition, in the initial situation applicants must have a farm with a minimum size of production capacity (expressed as Standard Yield)
a) €12,000, for the mainland, Crete and Evia
b) 10,000, for the islands with a population greater than 3,100 inhabitants, except Crete and Evia.
c) €8,000, for islands with a population less than or equal to 3,100 inhabitants
d) are eligible farms that in 2024 utilize and declare to the IACS at least 103 hives, regardless of the place of establishment of the new farmer

The standard yield of the farm does not include the standard yield of sown crops, pastures, fallow nurseries.
Legal entities that are mainly owned by a new farmer (the new farmer participates in the capital of the legal entity by at least 51%).
Duration of action

The duration of the implementation of the business plan cannot be less than 3 years and more than 4
Obtain professional farmer status and maintain for four years from the year of completion of their business plan

Aid amount

The aid amount varies from €30,000 to €42,500 as follows:

Basic aid amount of 30,000 euros which can be cumulatively increased:
by 2,500 euros if the area of permanent residence of the young farmers is located in mountainous or disadvantaged areas or on small islands (islands with a population of up to 3,100 inhabitants) or a combination of these categories of areas and
by 10,000 euros, as long as the main direction of the agricultural holding at the completion of the business plan is poultry farming.

Payment of aid

The financial support is paid in two installments. The first installment is paid when the new farmer joins the measure and corresponds to 70% of the total support. The remaining 30% is paid after the certification of the completion of the investment project.

Process of joining the Program
Applicants must submit a standardized business plan for the development of their agricultural holding

The pre-publication of the 1st Call of the Young Farmers Program is expected
